Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are conducted: positive announcements are issued from different nations. Immense energy is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by up-to-date information. From vantage locations, defense planes that had been scrambled to counter approaching aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely provided by allied countries. Every launch shakes the surroundings, shaking the windows. The brief panic quickly gives way to sober acceptance: possibly the incoming missile won't hit its mark this time, preventing destruction from devastation and further power outages.
Persistent Threats
Following this, a heavy machine gun opened up on a unmanned aircraft close by, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.
Intermittently, this carried on until dawn. Kyiv faced the early updates: seven people killed, destruction and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a dependence that regional partners are evidently unprepared to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new proposal from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, persist.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a assumption well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unrealistic to force Russia to surrender the areas that it already controls in Ukraine's south or east.
The issue is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through statements or actions, from assuming that the status quo will not change more in its benefit in the months ahead.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a entire defensive failure until situations evolve in its advantage.
Current Realities
Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a only one week to eliminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
